Can You Use PayPal in China? New Weixin Pay QR Payments for U.S. Travelers

Short answer: you do not link PayPal inside WeChat. PayPal World connects with TenPay Global so a U.S. traveler can scan a participating merchant’s Weixin Pay QR code in the PayPal app or, where supported, present a PayPal in-app QR code for the merchant to scan. No additional app, local wallet or Chinese bank account is required.

What PayPal Launched in China

PayPal’s August 11 announcement says U.S. PayPal users can now make in-store QR-code payments at Weixin Pay merchants across China. The service is powered by PayPal World, PayPal’s cross-border payment network, and TenPay Global, Tencent’s cross-border payment platform.

PayPal says travelers can use the app they already know without downloading an additional local payment app, opening a Chinese wallet or holding a Chinese bank account. That makes PayPal a useful new arrival-day payment path for eligible U.S. travelers who already use it at home.

This Is Not “Linking PayPal to WeChat”

The popular description is misleading. You are not adding PayPal as a bank card or wallet inside WeChat. The payment remains inside the PayPal app while PayPal World and TenPay Global handle interoperability with the Weixin Pay merchant network.

• The merchant network: Weixin Pay.
• The connection: PayPal World and TenPay Global.
• The transaction type: in-store QR payment.

This distinction matters because searching inside WeChat for a “link PayPal” button can send travelers toward outdated tutorials or nonexistent menus.

Who Can Use PayPal at Weixin Pay Merchants?

The current PayPal announcement specifically covers U.S. PayPal users. It does not say that every PayPal account worldwide has immediate access. Travelers with accounts registered in other markets should check their own PayPal app and local PayPal guidance instead of assuming the U.S. rollout applies to them.

The merchant side also matters. PayPal describes access at Weixin Pay merchants across China, but an individual merchant, checkout flow or code still has to support the payment route. Keep a backup rather than treating one successful transaction as proof that every code will behave identically.

How to Prepare PayPal Before Traveling to China

PayPal’s official travel-preparation guidance recommends completing the setup before departure:

1. Update the PayPal app to the latest version.
2. Confirm you can log in on the phone you will carry.
3. Ensure sufficient funds are loaded in your PayPal Balance account.

How to Scan a Merchant’s Weixin Pay QR Code

PayPal confirms that travelers can scan a merchant QR code using the PayPal app. The exact screen can change with app versions and account availability, so follow the in-app labels shown on your phone rather than relying on an old screenshot.

1. Open the PayPal app at checkout.
2. Open the available in-store scan function.
3. Scan the merchant’s Weixin Pay QR code.
4. If the app asks you to enter an amount, confirm that amount with the merchant first.
5. Review the purchase amount, currency conversion and final total shown in PayPal.
6. Confirm only after the amount and merchant context make sense.
7. Check the final status before trying again or switching payment methods.

Never confirm a blank or unexplained amount. Do not keep scanning different codes without checking whether the first attempt completed, because you could pay the same order twice.

How to Present a PayPal QR Code

PayPal also says travelers can present a PayPal in-app QR code for the merchant to scan where supported. This is not a guarantee that the option appears in every account or that every merchant scanner accepts it.

1. Open the in-store payment code if it is available in your account.
2. Show it only when you are physically at checkout.
3. Allow the merchant to scan it.
4. Review the amount and final status in PayPal.
5. Keep a receipt when you may need to reconcile the purchase.

Do not send a screenshot of a reusable payment code to another person or post it online. Treat a payment code as sensitive even when it does not display your card number.

Check the Final Amount Before Confirming

The merchant may price the purchase in RMB while your PayPal account shows the amount in U.S. dollars. Before confirming, review:

• The RMB purchase amount.
• Your final U.S.-dollar total.
• The exchange rate shown for the transaction.
• Any currency-conversion fee displayed.
• Any charge associated with the funding source you use.

Fees and exchange rates can depend on the account, funding method and transaction. Use the final information displayed in your PayPal app instead of assuming a fixed percentage or believing a generic “no fee” claim.

What to Do If PayPal Does Not Work

1. Stop repeated attempts and check whether the first transaction is pending or completed.
2. Confirm that your phone has a stable internet connection.
3. Ask whether the merchant’s code supports the PayPal–Weixin Pay route.
4. Check your PayPal Balance, Auto Reload and account status.
5. Ask the merchant for another supported checkout method.
6. Use a backup payment option.

A resilient setup should include:

• Weixin Pay with an international card where available.

• Some RMB cash.
